The Thirteen Party Arc (十三組の十三人 編, Sātein Pāti Hen) is the second story arc of the Medaka Box series.

Arc Outline[]

Hakama Shiranui, Hakoniwa Academy's chairman, reveals to the Student Council a government conspiracy to study and attempt to artificially recreate super-humans on the same level as Medaka Kurokami. Formally called Abnormals, Medaka quickly discovers that she is not the only Abnormal in the academy, let alone the world. In fact, these abnormal children are intentionally being brought together as the academy's Class 13 in order to study them and attempt to recreate their abilities; the Flask Plan. However, once such a method is found, the students of Hakoniwa Academy will be forced to endure the vicious trial experiments, which will result in the death of most of the students. Medaka resolves to oppose the Flask Plan, and she and the other members of the Student Council descend into the academy's underground facilities to challenge the Abnormals participating in the plan; the fearsome Thirteen Party. After a series of difficult battles in which Medaka's own Abnormality is finally identified, the Student Council is able to put an end to the Flask Plan. Their success is short-lived however, as the chairman immediately falls back on a new method for the Flask Plan centered around Misogi Kumagawa, the one person even Medaka could not save.

Hakama meets with Medaka in his office, thanking her for getting Myouri Unzen under control, and after briefly discussing his granddaughter, he asks Medaka if she would be willing to take Unzen's place in the Flask Plan. In the lunch room, Fue Yobuko sits with Unzen in her lap as the boy explains the Flask Plan to several members of the Public Morals Committee. Hakama goes on to identify Medaka as an Abnormal, and when she denies his assessment, he asks her to try an experiment with dice. Unzen identifies the Enforcer girls as Specials, then goes on to explain Abnormals and the dice test. When Medaka rolls eight dice at once, they form into a tower, a result that amazes Hakama. After overhearing Unzen discuss the Flask Plan, Zenkichi Hitoyoshi approaches him to ask for information. Unzen complies, stating he was looking to talk to Zenkichi anyway.

Hakama goes on to explain that the Flask Plan needs thirteen members, all of whom are chosen from Class 13, and while freshman are not usually allowed into the Flask Plan, Medaka's defeat of Unzen qualifies her to participate. Medaka turns him down however, claiming that she is only interested in helping others, and that she is of the camp that doesn't believe in geniuses. She then leaves. Hakama thinks to himself that Medaka is very strong, but that that also makes her weak points very easy to find. He then addresses the six members of the Thirteen Party concealed in his office, asking their thoughts. After hearing their assessment, Hakama thinks to himself how difficult they are to handle, but that at least these six bothered to answer his summons. He assures Koga that he will convince Medaka to join the Flask Plan, but expresses his concern for her safety. Walking through the school, Medaka runs into Unzen's sister Myouga Unzen. Unzen describes his sister as Yobuko feeds him cake, and warns Zenkichi that she might attack Medaka. Myouga is shown standing over Medaka, who is collapsed on the floor with a bloody head wound.

Hakama details the history of the Flask Plan, culminating with his belief that the project has reached the final step with the present incarnation of the Thirteen Party. Nekomi Nabeshima is sleeping in class when the seniors hear of a fight between Medaka and Myouga. After Umumichi Yakushima addresses her as the Judo Club Captain, she corrects him by stating that she is the former Captain. Myouga stands over a bloodied Medaka, motionless in a crater. In her math language, Myouga muses on what it means to be the strongest, and though she can come up with no definitive answer, she reaffirms her belief that she must become a member of the Thirteen Party. In the lunch room, Zenkichi listens as Unzen continues to describe his sister, claiming that he and Medaka are the only normal people in Class 13, while his sister is a total nonconformist who speaks a math language. When Zenkichi asks if Myouga is the fighting type, Unzen states that she is, though she has never once been able to beat him in a fight.

As Myouga prepares to leave, Medaka rises to her feet, calling out to her in Myouga's own math language. Myouga expresses her amazement that Medaka was able to decipher her language, and questions where Medaka did not dodge her earlier attack. Medaka states that there was no reason for Myouga to attack her, so there was no reason to dodge, which prompts Myouga to hit her again, cracking her ribs. Myouga attacks a third time, but Nabeshima trips Medaka up, causing the incoming attack to miss. The hallway erupts in cheers at the sight of the Foul King, leading Medaka to comment that Nabeshima is quite popular, though Nabeshima brushes the praise off. Myouga angrily tells Nabeshima not to interfere, as this is a fight between Abnormals. Nabeshima confronts Myouga, and though she initially appears infuriated that Medaka has been attacked, she quickly reverts to her usual demeanor. Pulling off her school uniform and throwing it to Medaka, Nabeshima states her intent to enter the fight. Myouga states that she has heard of Nabeshima from her brother, and that she won't lose to a Special. As Myouga lunges, Nabeshima punches her in the face, knocking her back and momentarily stunning her. The crowd roars that Nabeshima is fouling already. Medaka comments that the punch is technically not a foul, though modern Judo does not use punches. Coming up behind her, Yakushima agrees, stating that strikes are actually a part of Judo, and that it would only be a foul in an official match. Nabeshima taunts Myouga, promising to defeat the Abnormal with her fists alone. Infuriated, Myouga declares her intent crush Nabeshima.

Myouga discards her balls and chains, prompting Nabeshima to ask if she is going to pull a Dragonball and speed up. Myouga does, and is able to get behind Nabeshima and knock the older girl to the ground before she can react. Myouga declares that Specials cannot hope to compete with Abnormals, and, grabbing Nabeshima, promises to beat her into unconsciousness a hundred times. Thinking Nabeshima is in trouble, Medaka moves to try and help her, only for Yakushima to hold her back. He tells her she has no right to help as she was the one who got Nabeshima into the situation in the first place, but that she need not worry, pointing out that not a single senior student present is showing concern, and that Nabeshima didn't take the title of "Foul King" just because it sounded cool. Nabeshima suddenly awakens and grabs onto Myouga, revealing she was just playing possum. She chastises Myouga for getting within a Judo practitioner's range, and drops her with a full point back flip. Medaka comments that it would have been a foul in an official match because Nabeshima grabbed the same shoulder and elbow, though Yakushima repeats that fouling only matters in an official match. Myouga shakily rises, insisting that she is not finished, only to find Nabeshima grabbing her around the waist. Nabeshima tells Myouga she will stop once the younger girl has lost consciousness, prompting the younger girl to scream at her. Yakushima asks Medaka if Myouga just called Nabeshima a cheater. When Medaka questions if he has deciphered Myouga's language, he replied in the negative, claiming that every one of Nabeshima's opponents have said that at some point. Nabeshima drops Myouga on her head, defeating her. Later, Myouga is carried away on a stretcher, though the medics leave her weapons behind.

Afterwards, Nabeshima talks with Medaka, and tells the younger girl that it would have been better if she had fought, as Medaka could have defeated Myouga without hurting her. Medaka remembers her past fights when she entered War God Mode, and thanks Nabeshima for her advice before leaving. Watching her go with Yakushima, Nabeshima wonders if she has woken a sleeping lion. As she sets about tying her hair in a braid, Medaka decides she will have to look into the Flask Plan as the Student Council President. She is confronted by Garaharu Ushibuka, Royal Hirado, and Kenri Noogata, all of Class 13. Though they attack her simultaneously, Medaka defeats them all in an instant with no remarkable show of effort (she continues fixing her hair throughout the assault), only commenting that she held back on reflex. Realizing she has been holding back for too long, Medaka decides to seek help from her brother.

Having learned all he can from Unzen, Zenkichi seeks out Medaka to warn her about Myouga. Zenkichi asks Hansode Shiranui if she knows anything about the Flask Plan, but she reminds him that she is just one of the chairman's many grandchildren, and that he should be more concerned about Medaka. As the pair searches, they are spotted by Oudo Miyakonojou, who orders them to tell him where he can find the suggestion box. Zenkichi is overawed by Oudo, recognizing how dangerous a situation he is in just by the fact that Shiranui has run away without trying to make things any worse for him. Annoyed that Zenkichi is standing, Oudo uses his Weighted Words to bring the younger boy to his knees. Forced to his knees, Zenkichi is stunned to find that he can't move. Oudo then demands once more to know where the suggestion box is in. Mizou Yukuhashi steps out from behind a tree and explains Oudo's Abnormality to Zenkichi, causing Zenkichi to wonder where all the weirdoes have come from. Yukuhashi tells Zenkichi not to resist, and explains that Oudo believes everyone in the world is his servant, and that Zenkichi would be better off just to submit. Oudo voices his surprise that Yukuhashi was able to hide his presence from him, but voices the fact that he already is a ruler. Yukuhashi then points out to Oudo that Medaka is standing behind him, mimicking his pose. Medaka approaches Zenkichi, asking him why he is bowing. Before she can reach however, Oudo orders her to prostrate herself before him, forcing her to slam her head into the ground, as punishment for daring to mimic him. He asks if she knows who he is, to which Medaka replies that she recognizes him as one of the Abnormals from the chairman's office. Oudo declares his love for her, and leans in to kiss her. An outraged Zenkichi lunges at him, only to be caught by Yukuhashi before his attack can connect. Oudo questions what he is doing, to which Yukuhashi replies that he is stopping Oudo from killing his subject. Oudo brushes him off, before handing Medaka a letter specifying a time and place for them to have a date. As he leaves, he tells Medaka that she wasn't born for others, but was born specifically for him. As Yukuhashi makes to follow Oudo, Zenkichi thanks him for stopping his attack. Yukuhashi remarks that Zenkichi is strange, before telling him that whether or not they get involved in the Flask Plan, they won't be able to have a normal high school life anymore now that Oudo has set his eyes on them.

Afterwards, Medaka and Zenkichi discuss what they each have learnt. Medaka thanks Zenkichi for helping her out, then declares she will reform Oudo with a smile on her face. When Zenkichi points out that she is smiling, she is surprised, having not realized she was doing so. Zenkichi realizes that Medaka must be happy to have met others who are on the same level as her, and that he was only getting in her way. Deciding that he needs to get stronger as well, Zenkichi asks Medaka how she plans to train, and is surprised to learn she intends to visit her brother.

The Perverted Brother's Training From Hell[]

At the Ghost Babel, Maguro Kurokami puts aside a book he was reading and greets Medaka for the first time in a year. He promises that, because he loves her, he will return her to her heyday. Medaka and Zenkichi arrive at the Ghost Babel to meet Maguro. Maguro welcomes Medaka to the Ghost Babel. He laments that she has only now come to visit him, even though he loves her so much. Medaka is horrified by Maguro's greeting. Zenkichi reminds her that she needs to smile. Medaka puts on a facade and tells Maguro he should come home more often, citing that their parents are worried about him. Maguro hugs Medaka, claiming he doesn't care about their parents as long as he has his sister. This sends her into War God Mode. Medaka then punches Maguro into a wall, amazing Zenkichi. He reminds her that they are there to ask for help. Medaka tries several times to ask for Maguro's help. Maguro rises, and easily evaluates Medaka's current physical condition, before remarking that Zenkichi is well trained in comparison. Zenkichi is reminded of how Maguro came to be recognized as such a skilled trainer, though he is taken aback when Maguro compliments him, but reminds himself that he cannot take those compliments seriously.

Resolved, Medaka asks her brother to train her, stating that she is only strong enough to protect her friends, while she wants to be strong enough to protect strangers and even her enemies as well. Hearing Medaka's resolve, Maguro expresses his wish that she were that passionate about him. When Medaka asks about the Flask Plan, Maguro plays coy. He eventually admits that he was a part of the Flask Plan; as a trainer, creating geniuses is the ultimate game for him. He reveals his scars, stunning Medaka and Zenkichi, the latter who thinks to himself that he had not realized there were such deep reasons for Maguro dropping out of school and stopping being consultant. He goes on to say that he won't tell Medaka anything about the Flask Plan, as he does not want her to experience what he did. He warns Medaka that, as a pervert, he will sexually harass her throughout the training, and asks if she still wants to go through with it. After hearing what the training will entail, Medaka remains firm in her conviction, and promises that she will reform Maguro as well. Watching Maguro and Medaka, Zenkichi thinks to himself that he cannot really ask Maguro to train him as well. He questions Medaka how she plans to get ready by tomorrow, only for Maguro to ask him to keep protecting his sister, and inviting him to train as well. Moved, Zenkichi can only embarrassedly consent, at which Medaka smiles. Maguro offers the pair two training courses. Option A will be hell, and won't guarantee that they will get any stronger. Option B will put them to sleep, and then they will wake up stronger. Both pick Option A without hesitation.

Twelve hours later, it is six in the morning on July 15th. From the top of the clock tower, Oudo watches the sun rise, comparing the act to the way other people look in a mirror before starting their day. Medaka arrives with Zenkichi to confront Oudo on the top of the clock tower. She remarks that he is surprisingly romantic, but that she did not have the time to pretty herself up for him. She states that she came as the Student Council President, and demands Oudo tell her all he knows of the Flask Plan. Oudo is annoyed to see Medaka has brought Zenkichi with her, and when she demands he tell her about the Flask Plan, he orders her to her knees. Both Medaka and Zenkichi are able to resist when Oudo orders them to kneel, and continue to do so when he orders them to prostrate themselves. Oudo expresses his surprise, but realizes the reason for their growth when he figures out they were trained by Maguro. As Oudo prepares to use physical force, Zenkichi jumps between him and Medaka. Oudo expresses his annoyance, and moves to get rid of Zenkichi (misremembering his name as "Hitokichi"). Furious, Zenkichi kicks Oudo off the clock tower. Medaka tells Zenkichi he should not be going wild in such a place. Realizing what he has done, Zenkichi runs to the edge and calls out to Oudo. He and Medaka are stunned to see Oudo standing on the side of the tower. Oudo merely lands on the side, and holds on with his feet. He mentions that all members of the Thirteen Party can do this, and that one member can even walk on the ceiling. Oudo describes the Flask Plan to Medaka and Zenkichi, and reveals the entire student body will be turned into guinea pigs once the process is complete. Oudo begins to leave, calling over his shoulder as he does so that the Flask Plan labs are actually located under the clock tower, and Medaka is welcome to come any time. After Oudo leaves, Zenkichi asks Medaka what she intends to do. Medaka expresses her disgust that such a project has been going on at the academy, and declares to Zenkichi that the two of them are going to destroy the Flask Plan that day.

Into the Depths: The Door of Rejection[]

At the Student Council office, Zenkichi and Medaka find the suggestion box overflowing with complaints about Class 13. The two discuss how Class 13 is disrupting the school for the other students; Zenkichi mentions that even the Public Morals Committee are having problems, and Medaka notes that the Abnormals do not even follow the basic rules. Changing into a new outfit, she tells Zenkichi that they are heading to the Flask Plan labs now. Zenkichi questions whether they should get Kouki Akune and Mogana Kikaijima. Medaka replies in the negative, stating that those two won't be good for a physical fight, to which Zenkichi agrees. Neither of them notices Shiranui eavesdropping on their conversation.

Medaka and Zenkichi arrive at the entrance to the Flask Plan labs, the Door of Rejection, guarded by Sanou Tsushima and Unou Tsushima. The twins inform them about the rules of the door, amazing Zenkichi that the members of the Thirteen Party do this sort of thing every day, though Medaka is unimpressed, and easily passes through. She stops to tell Zenkichi that, as a Leo, he should take the lead today. She then moves on. After Medaka moves on, Zenkichi wonders how he can possibly get through the door. He is surprised to find that Akune and Kikaijima have come, and is more surprised when he is told it was Shiranui who explained to them what was going on. Zenkichi tries to convince them to turn back; Kikaijima tells him she is only afraid of being left behind. She then passes through the Door of Rejection, shocking Zenkichi and the Tsushima twins. Akune explains to Zenkichi that Medaka told them what number code to enter next if they wanted to get through (Zenkichi's birth date). Sanou and Unou claim that they have now trapped themselves on the other side with no code. Akune brushes them off, explaining he has no intention of going along with their rules. Grabbing a torch, he sets to breaking down the door with force. Zenkichi thinks to himself that he had forgotten Akune's middle school title: Destroyer. After 152 strikes, the door crumbles, and Akune and Zenkichi move on into the labs.

The Student Council comes to another door, which the Tsushima twins identify as an elevator. However, Medaka chooses to forego the elevator in favor of the stairs, wanting to see as much of the Flask Plan as possible. Hakama watches their advance on a monitor. Hakama expresses his surprise at Medaka's companions: one Normal, Zenkichi, and two Specials, Akune and Kikaijima. He asks Shiranui if she is planning anything. After she denies him, Hakama notes how Oudo's actions turned out to work in his favor as he never expected Medaka to come so soon. Shiranui warns him not to ignore Akune and Kikaijima however, as one of Medaka's greatest assets is her authority over those around her. For that same reason, Shiranui can't stand her. Hakama chuckles, remarking that it is rare for Shiranui to give him a warning. To himself, he decides that the most interesting member of the party is Zenkichi, whose birthday was somehow selected as a code for the Door of Rejection twice, having set itself back to his birthday after being entered by Kikaijima once before.

Akune and Zenkichi discuss what they intend to do as they encounter members of the Thirteen Party. Akune states that he will attack without hesitation when the time comes, citing the helplessness he felt during Unzen's attack. Zenkichi expresses his surprise at Akune's resolve, but assures the older boy that he doesn't need to look out for him. They are both told off by Medaka the next moment however, who points out that they have been walking in circles. The Tsushima twins reveal that the first floor is actually a maze. They both express their outrage when Zenkichi asks them why they are tagging along, stating that they have no job anymore now that the door they were guarding has been destroyed. Medaka asks Kikaijima to use the same method she used when the two of them were in an amusement park maze. When they hear that Medaka and Kikaijima went to an amusement park together, Zenkichi and Akune are very upset that they were not invited. Kikaijima releases a loud shout into the maze. Zenkichi and Akune both complain about their eardrums after Kikaijima's shout, though they are silenced when Sanou and Unou explain that she used sonar along with Medaka to uncover the layout of the maze. Shigusa Takachiho appears behind the Student Council, stating no one has ever used sonar before, and then introduces himself. He approaches Medaka, effortlessly dodging attacks by Zenkichi and Akune. Zenkichi thinks to himself it felt more like they avoided him. Medaka recognizes him from the chairman's office, as the one who was trying to provoke her. Takachiho steals her hair tie and glasses, then pulls off his lab coat, introducing himself as the Thirteen Party's battler, and declares Medaka will have to defeat him if she wishes to continue. Medaka discards her own lab coat in preparation to fight him, claiming she wants to test how her own abilities have improved.

Takachiho challenges Medaka, as the Student Council and the Tsushima brothers look on. He tells Medaka that the flash drive around his neck contains all the data on the experiments he underwent as part of the Flask Plan, and tells her to go all out against him. They both take a stance, and Takachiho manages to strike Medaka with a rising knee to the face. He is impressed when she shrugs off the blow, but attacks her again with a kick, knocking her to the ground. Medaka reveals that she purposely took his attacks to steal his flash drive. A thrilled Takachiho tells her that she could easily have made it to the fourth floor if she hadn't met him, and proceeds to take back his flash drive. Despite this, Medaka smiles, pleased to meet someone on the same level as her. Medaka launches a barrage of Unzen's super balls at Takachiho, but he is still able to dodge them all. However, this allows Medaka to identify his Abnormality as automatic reflexes. She is surprised though, when Takachiho reveals he has figured out her Abnormality as well.

As Takachiho brags that he has figured out Medaka's ability, she remarks that she'll be embarrassed if he has. At Zenkichi's suggestion, Medaka tries to surpass Takachiho's reflexes with the Bunshin technique. This proves ineffective however, as he easily seeing through the illusion, and breaks Medaka's arm. Zenkichi makes to join her side, but she orders him to stay back, insisting that the fight is one on one. She then reveals that she purposefully let Takachiho break her arm so that she could steal his flash drive. Takachiho then labels Medaka's ability as zero reflex; in that she has no reflexes at all. Hearing Takachiho's assessment of Medaka's lack of reflexes, Kikaijima thinks to herself that there is no other way to explain how Medaka can do the things she does. Zenkichi though is unimpressed, thinking to himself how Medaka never tried to keep that a secret. He worries though that Medaka is having too much trouble for the opponent on only the first floor, and that she is turning into an experiment for the Flask Plan. He continues to think to himself that the Thirteen Party are like the missing parts of Medaka's personality. Takachiho declares himself superior to Medaka, and then reveals that the flash drive she stole was just a fake. Medaka declares that she will prove that reflexes are not the best, and removes her shoes and socks. Zenkichi immediately orders Akune, Kikaijima, and the Tsushima twins to back up. Watching Medaka bounce from foot to foot, Takachiho notices that the sound of her feet coming down doesn't match with the actual point of contact. Before he can ponder any further, Medaka attacks him with her Kurokami Phantom, effectively striking his body before his muscles could react. Heavily wounded, Takachiho asks Medaka if she can move fast than the speed of light, before collapsing. Medaka explains that her bouncing up and down was to throw off Takachiho's timing, and she then attacked him when he blinked. Medaka is heavily wounded by the strain put on her body, and she accidentally destroyed the flash drive in the attack. She proclaims her victory, then collapses. Zenkichi runs to her side. He wonders why she would use such a dangerous move, remembering her behavior in middle school. He and the rest of the Student Council are horrified when Takachiho rises to his feet, and Medaka remains unmoving.

Takachiho's history is revealed. As a child, Takachiho's Abnormality allowed him to excel at sports, and he began to develop a superiority complex. Despite this, he never once thought of using his abilities for anything wrong or illegal. However, at the age of twelve his family was in a horrible car accident; sandwiched between a tractor and a tour bus. Takachiho survived thanks to his Abnormality, but his parents and younger sister died. This traumatic experience changed his view on his Abnormality; rather than thinking of himself as special, he began to see himself as a freak.

Barely standing and bloodied, Takachiho remarks that the only reason he can get up is because Medaka aimed for his flash drive rather than his body directly. When Medaka rises as well, Takachiho demands that they continue, declaring that he and Medaka both want to "talk" to each other with their fists. Zenkichi tells Medaka to ignore him, but relents after realizing that Medaka wants to fight someone on equal footing as well. The rest stand back as Medaka prepares to fight Takachiho once more. They are all three surprised when the two simply start punching one another, with Akune remarking that even Takachiho isn't dodging. The Tsushima twins point out that, in his exhausted state, Takachiho is unable to dodge, as his muscles are unable to keep up with his reflexes. They express their disappointment that a member of the Thirteen Party would get into such a state, and declare that the battle is Medaka's. However, Takachiho still rallies, and combining his reflexes with judgment, is able to dodge Medaka's finishing blow. Ecstatic, he laughs out loud, only to be silenced as Medaka drops him with a kick to the head. As he falls, Takachiho is amazed that Medaka could turn her reflexes on as well as off, and regrets that all of his abilities were rendered normal before her. As Medaka walks away, she offers to fight him again the next day, an offer Takachiho jokingly refuses. After Medaka defeats Takachiho, Akune expresses his relief that the battle ended in their favor. Zenkichi thinks to himself that Medaka only just learned how to turn her reflexes on, and that by entering the Flask Plan labs, she is becoming an experiment for the project all the same. Kikaijima runs to Medaka's side, and begins patching her up with a first aid kit. The Student Council then head down to the next floor. In his office, Hakama comments to Shiranui that all Abnormals want to have relationships, but their overwhelming abilities make this impossible. He remarks that as long as Medaka is in the complex, he will make use of her as a guinea pig. When Shiranui asks him who is on the next floor, he tells her that it is Kei Munakata, who isn't as strong as Takachiho, but is on the nation's most wanted list for mass murder.

Maguro arrives at the Door of Rejection, typing in the correct code before passing through the ruins, recognizing Akune's handiwork. When the Student Council arrives on the second floor, Munakata orders them to close the door so as not disrupt the room's fragile environment. Munakata introduces himself, then asks them to move on as he is busy watering the plants, and is not the fighting type. As Medaka turns, he attacks her from behind with a sword. She manages to dodge, surprising Munakata, who states he had heard she couldn't move reflexively. He then reveals himself as a hidden weapons user, and the killing type. The Tsushima twins reveal that Munakata is on the nation's most wanted list, explaining his abnormal desire to kill people. The Student Council are shocked to hear that Munakata is on the nation's most wanted list, and is a serial killer of international reputation. After hearing how Sanou and Unou describe him, Munakata corrects them, claiming that he has plenty of reasons for killing; they just aren't the reasons normal people have. After hearing Munakata's Abnormality is his superhuman desire to kill, Medaka claims she will fight him.

Maguro stops her however, by grabbing her breasts. This action sends her into War God Mode, and she sends Maguro flying with a punch. Akune mistakes Maguro for a member of the Thirteen Party, though Zenkichi corrects him. Getting up, Maguro tells Medaka to stay in War God Mode to speed her recovery, and forbids her from fighting. He then greets Munakata, telling the younger boy that he is his favorite member of the Thirteen Party. Munakata recognizes him as the one who taught him how to use hidden weapons, turning him from a fearful killer into a repulsive killer. Maguro then suggests Zenkichi fight next, a prospect to which Zenkichi agrees. When Medaka tries to object, Maguro rebukes her, reminding her that Zenkichi managed to remain by her side for thirteen years. Zenkichi removes his jacket and takes a stance, telling Munakata he won't die even if he is killed. Munakata readies his weapons, and states the two of them could have been friends. For that reason, he will kill Zenkichi.

Zenkichi thinks back to Hakobune Middle School and Kumagawa, and decides he will fight Munakata to protect Medaka. Munakata offers Zenkichi a sword, though he actually intends to slash the younger boy when he moves within range. Zenkichi does not take the bait. Maguro comments that Zenkichi is as stubborn as Medaka, who replies that he is even more stubborn than she is. Kikaijima asks Akune if Zenkichi will be alright, who tells her not to worry, even if Zenkichi's opponent is a serial killer. Munakata attacks, only for his sword to be knocked out of his hands. He draws multiple swords and attacks again, only to be methodically disarmed by Zenkichi. When Munakata draws a pair of sledgehammers, Zenkichi asks him if he is City Hunter's partner. Akune notices that Munakata is not very skilled in his use of his weapons; questioned about it, Maguro reveals that Munakata has no aptitude with weaponry. Zenkichi manages to physically overpower Munakata and knock the sledgehammers away, forcing Munakata to jump back. Medaka asks Maguro if he intentionally chose Munakata as Zenkichi's opponent because he was an amateur with weapons, to which Maguro replies in the negative. Having decided how best to kill Zenkichi, Munakata reveals a spiked staff, which he claims will make up for his poor movements, and cannot be blocked. Medaka comments that that is not a hidden weapon, though Maguro explains that it is actually a historical hidden weapon. A shocked Zenkichi asks if he can borrow it. Despite Munakata's claims that the staff cannot be blocked, Zenkichi manages to redirect it with his shirt, and knee Munakata in the chest, knocking him to the ground. Maguro states that he should have finished the battle with that attack. Munakata takes out two guns, a Smith & Wesson 44 Magnum, and a Desert Eagle, giving Zenkichi pause. Maguro tells Zenkichi it is time to show what he can do.

Some of Munakata's history is shown. When walking through a city at a young age, Munakata first realized how fragile human lives are. He lists the numerous ways they can die, culminating with shooting, as the action returns to the present. Munakata takes aim with his guns, only for them to be kicked away by Zenkichi. He is amazed to see Zenkichi charged with the guns pointing at him, and is more amazed when Zenkichi disassembles them. Zenkichi says that he read up on guns in case something like this ever happened. Munakata pulls out a large a large number of guns, but Zenkichi kicks them away before he can use them. He and Munakata begin rapidly struggling in close quarters. Aside, Akune notes that Zenkichi is starting to use more foot techniques. Maguro explains Zenkichi's style, Savate, and notes it is most suited for street fighting. Medaka comments that if it were a street fight, Takachiho would not have let her take off her shoes. Akune notes that Zenkichi is also very Abnormal. Maguro corrects him, explaining that Zenkichi is a Normal. He goes on to state that Zenkichi is "normal cool" in that he keeps trying no matter how many times he loses. Medaka reiterates how Zenkichi stuck by her side for thirteen years, even when he said he didn't want. She finishes by declaring that Zenkichi is the guy she likes, depressing Akune and thrilling Kikaijima.

Munakata tosses a pair of grenades at Zenkichi, though he does not expect them to be effective either. Zenkichi kicks them into a pond. Munakata pulls out a rocket launcher, but Zenkichi kicks even this weapon away, avoiding both the trigger and the gun powder. Kikaijima asks if Munakata is all out of weapons now. Maguro reminds the others that even after being disarmed, Munakata is still a dangerous killer. With all his weapons gone, his speed increases drastically. Munakata attacks Zenkichi from behind with his bare hands, but Zenkichi kicks him in the head, knocking him to the ground. Maguro states Zenkichi has won. He asks Medaka if she is upset for being the one protected, as she looks a bit put out. She starts to say that something is off, when Zenkichi is impaled in the back with five swords. Munakata rises to his feet, and chides Zenkichi for dropping his guard, claiming he hasn't even used half of his hidden weapons yet. Spitting up blood, Zenkichi flippantly remarks that he knew he forgot something, and collapses as Medaka screams his name.

Munakata stands over the fallen Zenkichi, and chides the Student Council for believing their loved ones wouldn't die. Medaka exits War God Mode and drops to her knees. She begins to sob. Munakata tells her her sensitivity makes him want to kill her. As Munakata moves towards them, Akune and Kikaijima prepare to fight. They are stopped by Maguro however, who tells him and Kikaijima to take Medaka and leave, declaring he will take responsibility for the situation. Munakata accuses Maguro of being responsible for Zenkichi's death, as Maguro wrote up the draft for the current Flask Plan. Everyone is shocked when Zenkichi rises to his feet. Zenkichi angrily tells Munakata he will make him pay for making Medaka cry. Medaka begins joyfully repeating Zenkichi's name. Munakata tells Zenkichi to give up, but Zenkichi jocularly accuses the killer of not wanting to kill, infuriating him. He asks Medaka for some encouragement, who cries: "Go get him Tiger!!" Zenkichi stomps on the ground with great force, shaking the entire room. Munakata is surprised by the strength of Zenkichi's kick, but is not impressed, not seeing how the kick alone will defeat him. Munakata is caught unawares as the weapons Zenkichi kicked into the ceiling earlier fall down, deeply wounding him. He expresses his disbelief that Zenkichi thought so far ahead, and accuses Zenkichi of being too scared, before collapsing. As Zenkichi begins to fall, Maguro catches him, and congratulates him on a job well done. With Munakata defeated, Akune recommends they turn him over to the authorities. Zenkichi disagrees however, and reveals that Munakata has never killed anyone.

Zenkichi declares that Munakata is not a killer, pointing out that with all his injuries, he would be dead if Munakata was seriously trying to kill him. When the Tsushima twins suggest that Munakata has been faking his Abnormality, Munakata refutes them. Rising into a sitting position, he explains that his desire to kill is real, but that he loves people, so he keeps them away by pretending to be a murderer. He admits that it was lonely living like that however, so he joined the Flask Plan to make friends. He then tells Zenkichi he feels he could get along with him, and asks the younger boy if he wants to be friends with him. Zenkichi states that, after risking their lives in battle, they are already friends. Zenkichi offers Munakata his hand, who takes it. In his office, Hakama makes a phone call, requesting the file on Munakata be gotten rid off. When questioned by Shiranui, he states that Munakata will stay on the right path, but expresses his annoyance that Munakata befriended Zenkichi, when Hakama wanted him to befriend Medaka. Hakama labels Zenkichi as a wolf in sheep's clothing; a Normal who could fight an Abnormal. Shiranui reiterates that Zenkichi is just a Normal, as well her friend. She immediately denies this claim however, stating she has no friends, nor does she want any. Claiming to be both full and bored, she leaves the office, telling Hakama that she is going out for a stroll to help her food digest. Hakama watches Shiranui leave without comment, then decides that if even Maguro has shown up, that the Flask Plan is in need of adjustments.

The Student Council heads down to the third floor, a zoo. Delighted that the animals are not afraid of her, Medaka insists that they go look at the animals. Kikaijima refuses, thoroughly unimpressed with every specimen present. After hearing that Kikaijima hates animals, Zenkichi and Akune wonder if she even knows what "cute" means. Medaka and Kikaijima begin fighting. Maguro points out to Zenkichi that the animals are behaving strangely; none of them are intimidated by Medaka. He states that the zoo is new to him, and that a Junior he does not know is most likely the floor's boss. Moving through the zoo, Akune comes across Youka Naze. He remembers her as his former classmate, and states he was sure she was a part of the Flask Plan as soon as he heard of it. Naze is honored to hear that he remembers her, then offers Akune a deal: if the Student Council leave the school, she will see to it that they can go to any other school they want, proposing that the Student Council and the Flask Plan stay out of each other's business. Akune refuses without hesitation. Itami Koga then drops down from the ceiling and wraps a wire around his neck.

As a student at Hakobune Middle School, Akune was a violent delinquent known as the Destroyer. At the behest of then Student Council President Kumagawa, he attacked Medaka to destroy her. As she continued coming to school, Akune continued to attack, though he was unable to make her stop. It was at this time that Medaka began to make a name for herself as the diamond in the rough that the Destroyer couldn't destroy. At the same time, Akune's own reputation began to decline, leading to Zenkichi gathering together the other "Anti-Akune" students to gang up on him. It was at this time that Medaka finally attacked, not Akune but her childhood friend, admonishing him for trying to bully someone weaker than him, as well as telling him to switch back to his old hair-style. She also told Akune that she would continue to take his beatings until he regained the heart of a good person. Though he refuted her analysis, this lead to Akune pledging himself to Medaka, asking her to becoming the "something" he had never had before. This event became the precursor to Medaka's confrontation with Kumagawa.

Back in the present, Akune manages to stop Koga's attack with his hands despite being caught off guard; he wonders if his life just flashed before his eyes. Naze mockingly acts impressed with his performance, before sealing Akune off from the rest of the Student Council. She and Koga then introduce themselves, with Koga declaring herself Naze's BFF. Naze reveals that she purposely isolated Akune because, unlike the ever changing Medaka or unchanging Zenkichi, Akune has been the most changed by Medaka. She then summons a pack of animals to attack Akune. Zenkichi kicks at the shutters sealing the rest of the Student Council off from Akune. Zenkichi expresses his frustration that Akune got separated while Medaka and Kikaijima were quarreling. Medaka and Kikaijima each deny fighting with each other. Medaka tells Zenkichi not to worry about Akune however, and suggests they worry about themselves instead.

Akune stares down Naze's pack of animals, and tells Naze that animals have never liked him much. As the animals attack, Akune cries out and stomps, combining Zenkichi's and Kikaijima's techniques to blow the animals away. He then tells Naze she was mistaken to seal him in a confined area. Naze congratulates him on defeating all her animals in only one shot, but tells Akune he has neglected the most dangerous animal present. Akune is surprised to discover Koga lurking above him, and barely dodges her kick. Naze then reveals that in a closed space, Koga is nearly invincible, and that if Takachiho is the strongest man in the Thirteen Party, Koga is the strongest woman. Akune is then put on the defensive as Koga begins to furiously attack him. Akune drops to his back, and manages to catch Koga in a chokehold. Despite this, Koga is still able grab his neck, and rise to her feet with Akune still holding her. Naze sarcastically expresses her admiration of Akune, but chides him for trying to win by making his opponent submit. She then explains that Koga is an android; as Naze's specialty is remodeling people, she has completely reworked Koga's body. Koga then throws Akune off and returns to the ceiling, declaring she is fighting the Student Council so that the Abnormals can be free. Akune shakily holds his ground, and prepares to continue fighting. Hearing that Akune is a Heisei Rider fan, Koga declares that their battle will be between the old and new riders. She then attack with a kick, the force of which breaks the floor, sending everyone tumbling down.

A flashback: As a younger girl, Koga was completely Normal. But because of this, she started to believe that there was nothing but normal in the world. When she turned fifteen, she realized that it wasn't that the world was filled with only normal things; it was she who was too normal. In her final year of Middle School, Koga transferred schools because of her father's circumstances. There, she met Naze, a meeting that would change her way of thinking drastically. Naze was always picked on; due to her overwhelming personality, everyone was afraid of her. Koga didn't know anything about her. Yet, despite the protests of her other classmates, she approached Naze and asked that they do something crazy together.

Back in the present, Naze remarks that Koga only survived surgery because her desire to be Abnormal was abnormal. Naze then comments that, as the intellectual type, if she hits her head, she might die. She lands on a bed, with her legs over her head, and her underwear exposed. She tells Akune that the fourth floor is her lab, and tells him not to stare at her underwear. Akune expresses his surprise that the physically poor Naze was in Class 11. Koga bursts through the floor of Naze's lab, revealing that her kick took her all the way down to the sixth floor. She attacks Akune once more, only to be intercepted. As Akune intercepts Koga, he thinks to himself that he is glad he got separated from the others, as they would probably be disgusted by his actions. He then breaks Koga's leg. Naze expresses her amazement that he immediately changed his style after hearing about Koga's enhanced body. She then remarks that Akune hasn't changed as much as she expected. Akune refutes her, claiming that before he met Medaka, such an act would have given him some pleasure; now, it just leaves a bad taste in his mouth. He is concerned when Naze refuses to treat Koga, and is caught off guard when Koga attacks him from behind. Naze explains to the fallen Akune that Koga's healing rate has been accelerated as well. She then tells Koga to finish Akune of, as the experiment is over: the Koga Naze created is stronger than the Akune Medaka created.

Naze is surprised when Maguro appears behind her, lifting up her skirt, and chiding her for jumping to conclusions in an experiment. Maguro sidesteps Koga's furious attack, and asks if it isn't bad manners not to flip a cute girl's skirt when meeting them. When Akune asks Maguro if he has come to help him, Maguro replies in the negative, telling Akune that everyone went ahead because they have faith in him, and Maguro just found him by accident, an answer that distresses Akune. Listening to Maguro explain himself, Naze does not believe him, and theorizes that Maguro came to see what his successor was like. Maguro refutes her assessment of his motives. Putting his hair up in a ponytail, he declares that wherever there are girls wearing panties, he will be there. Naze tells him that almost all girls in the world are wearing panties, as Koga continues to growl at him.

Facing down Koga and Naze, Akune tells Maguro not to underestimate them just because they're girls. Listening to Maguro's intentions, a distressed Koga asks Naze what they should do against such a disgusting person. When Naze asks if he isn't interested in only his sister, Maguro tells her that he considers all girls (and boys still in elementary school) as his sisters. Akune is horrified. When Naze tells him she doesn't wear a bra, Maguro falls over. Naze is unimpressed, declaring the only way her predecessor is superior to her is in the number of years he has lived. Maguro issues her a challenge: if she can't prove herself his superior, she'll have show him whether or not she is wearing a bra. Naze agrees to his conditions should Akune manage to defeat Koga. Maguro then wishes Akune the best for round two. Akune is surprised that Maguro isn't going to fight, who tells Akune that he isn't the physical type, and that Akune had already met Maguro's expectations in his final year of middle school. Akune is caught in a sleeper hold by Koga while distracted. Maguro concedes the first point to Naze, and removes his trousers, distracting Koga from Akune. Akune uses the opening to dislocate her shoulder. Naze is surprised by his brutality. When Maguro asks if she is concerned for her friend, she replies in the negative, stating Koga is as amazing as they come. Koga rises to her feet, forcing her shoulder back into place. Naze does concede a point to Maguro however, and removes her skirt, shocking Koga and Akune, who wonders at her animosity towards Maguro. Maguro then gives Akune a hint, asking the younger boy what his other options are aside from breaking bones and knocking out. A worried Naze tells Koga to end things quickly. Koga moves to finish Akune off; however, he manages to successfully trap her in a four point pin. Koga is at first unimpressed, wondering how such a move is supposed to injure her. Once Akune reveals that the pin is meant merely to tire her out however, she begins to panic, and struggles desperately to get out. She is further horrified to learn that the pin has no end, and can only wail as she realizes she has been defeated. Naze is amazed that Maguro was able to recognize Koga's weakness so quickly. With Koga defeated, Maguro tells Naze she will never be greater than him. He then orders her to remove the bandages covering her face instead of her top. Koga tells Naze not worry about her, and leave her bandages covering her face. Naze concedes all the same, telling Koga that while she isn't worried about her, Koga is still her important friend. She then removes her facial wrappings.

With her bandages removed, Naze expresses her discomfort at having her face revealed; claiming that her bandages attract less attention. Both Akune and Koga are surprised by how beautiful Naze is, while Maguro turns white. Maguro tells Naze to put her skirt back on, and complies when she tells him to put his trousers back on first. Akune is surprised by Maguro's concession. When Naze and Maguro are both redressed, Naze asks Akune to get off of Koga, and hands over the Flask Plan's experimental data on both of them. As Koga apologizes, Naze tells her not to worry about it, and the pair begins to leave. Maguro calls out to Naze however, calling her Kujira Kurokami. Searching through the Flask Plan archives, Medaka asks Kikaijima if she said anything. Kikaijima answers in the negative, and asks if Medaka is not hearing Zenkichi argue with the Tsushima twins. Kikaijima remarks that Zenkichi can get along with anyone, to which Medaka agrees. When Kikaijima comments that is must be difficult having such an overly affectionate brother, Medaka answers that he is always all over her is because he is giving her enough love for two sisters.

A flashback: As a child, Naze (then Kujira) was not as well known as her siblings, preferring to stay inside for the sake of her human experiments. In the field of biology, she stood head and shoulders above Medaka. She never went to school, never played, never went outside, but remained behind her desk all day, working. She forsook all luxuries, and believed that she could only create something brilliant by torturing herself. Because of this mindset, she hated the fact that she was born into prosperous circumstances. She would often fly into rages over her circumstances, only to be comforted afterwards by her siblings. However, even this familial love was no more than baggage to her. On her eleventh birthday, she ran away from home and never returned, leaving only a note with the words: "If I'm only going to be happy, then I'm better off dead."

Back in the present, Maguro tells Naze how he has been searching for her for six years; awoke his Abnormality and enlarged the Kurokami Group to further that goal. Maguro even enrolled in Hakoniwa Academy and joined the Flask Plan to continue searching for his sister. When he couldn't find Kujira however, Maguro left the Flask Plan. Maguro tells Naze that his only sisters are Medaka and Kujira. After listening to Maguro's impassioned speech, Naze runs to his embrace with tears in her eyes. This is only a ruse however, as she uses this opportunity to inject him with a syringe. She then reveals that she erased all her memoires of her life before the past six years. Falling to his knees, Maguro thinks to himself on what she might have injected him with, and decides that if he is correct, he is in big trouble. Akune demands to know what Naze injected Maguro with, who replies that she doesn't know, but that by destroying her own brother, she will become even more miserable, and thus be able to create something even more amazing. Everyone is surprised when Medaka kicks through the wall of Naze's lab, demanding if this is the place from which she has been hearing the name "Kujira Kurokami". Upon seeing her sister, Medaka is delighted.

Akune watches Medaka confront Naze, thinking that the two look identical except for their eyes. Medaka asks her sister if she is really her enemy. Medaka asks Naze if she is really her enemy, to which Naze answers positively. Medaka then punches Naze in the head, knocking her down and stealing her syringe. Akune is surprised to see Medaka attack her sister without hesitation. Only partially conscious, Maguro explains to Akune that Medaka won't hold back against even her sister, but to himself is stunned by how much Medaka has improved in such a short time. Seeing Maguro on the ground, Medaka asks Naze what kind of poison is in the syringe. Naze explains that it is actually "Normalize Liquid", a substance that turns an Abnormal into a Normal. Medaka tells Naze that she looked up to her because of her stoicism, but remarks that, in the past, Naze would never try to make others unhappy as well. Medaka then demands that Naze hand over the antidote. Naze agrees on the condition that Medaka becomes a guinea pig herself; Medaka injects herself. Medaka collapses, and Naze orders Koga to break the arms and legs of her siblings and carry them to another lab. Koga is visibly uncomfortable with this order. Realizing he is too weak to stop Naze and Koga together, Akune appeals to Koga, asking her to put a stop to Naze's rampage as her friend. However, his efforts are for naught. Though admitting she doesn't like doing it, Koga still attacks, declaring that she will stick with her friend Naze. Her attack is stopped however by Medaka, who uses an open palm strike to knock Koga back. Observing Medaka's personality, Naze decides to perform another experiment. Naze tosses Medaka another syringe, claiming it is the antidote. Though Akune warns her that it is most likely a trap, Medaka injects herself anyway, telling him that she'll never doubt someone she likes. She then collapses again. Akune demands to know whether Naze is still unaffected by Medaka's efforts. Naze is amused that she would be foolish enough to be tricked so easily. Akune is stunned to realize that Medaka's feelings did not reach her at all. As Medaka shakily rises, Naze reveals that the syringe possessed a formula that erases memories; Medaka is now bereft of both her Abnormality and her personality.

Akune tries to talk with Medaka, only for her to call him "Toshima". Maguro explains to Akune that it is surprisingly easy to tamper with memories, and to himself worries as to whether Medaka can really still fight if she has forgotten the event from thirteen years ago. Akune tries to convince Koga not to fight, as she is clearly past her limits as well. Koga readies herself to fight the Medaka, declaring that on the ground (not on the ceiling or in a handstand), she cannot be beaten. When Medaka's declares her intention to fight, Akune is relived, believing that Medaka is still the same even without her memories. Though the fight is not shown, Koga manages to defeat Medaka, Akune, and Maguro. She stops at Naze's order, recognizing that Medaka is too weak to be fought seriously. Akune angrily insists that Medaka would have won with her Abnormality. Naze reveals that Medaka's Abnormality has already returned, but it seems her personality (still gone with her memories) is more important. Maguro asks Naze to release Medaka, but Naze reveals she plans to rewrite Medaka's personality with the help of Oudo. Koga jumps down to the sixth floor with Naze and Medaka, and Naze bids her brother farewell. Maguro makes to follow, but Akune stops him before he can hurt himself. He tells Maguro they need to meet up with the others if they want to have a chance at saving Medaka. Maguro laments that he has now lost both Kujira and Medaka.

On the thirteenth floor, Naze and Koga observe a restrained Medaka. Recharging herself, Koga complains to Naze about their circumstances, as they don't have enough time to brainwash Medaka, nor enough people to delay the Student Council. They are both surpised by the arrival of the Plus Six, who offer to help. Naze wonders to herself whether the chairman gave them some incentive to show up, but decides it doesn't matter, as there is no way the Student Council can escape now. After suggesting they regroup above ground, Zenkichi is slammed up against the wall by a furious Akune. He insists that the Student Council is completely outnumbered, and that they have to think about the entire student body, not just Medaka. He is shocked by the arrival of the Loser Team, consisting of Unzen, Harigane Onigase, Nabeshima, Myouga, Takachiho, and Munakata. Zenkichi expresses his amazement at the gathered members of the Loser Team, having thought they all died after their battles. Unzen is annoyed to hear this. Zenkichi is touched when he hears Shiranui called them, though is less impressed when he hears she just made a Twitter post: "The Student Council is in trouble, some members are hurt." He worries that the 98% approval rating of the Student Council has fallen. Unzen tells them that he only came as the leader of the Enforcers, and will finish what they could not. Takachiho tells the Student Council that he has a play date with Medaka the next day, so he won't leave her locked up. Munakata assures the Student Council that, while he may not be much help, he will do his best. Myouga makes a dirty joke in her math language (though her brother is the only one who realizes). He scolds her, telling Myouga that others don't know her like that, and comments that, given the chance, all she talks about are breasts. Though Zenkichi is grateful to the Loser Team for coming, he points out that all most all of them are injured. Onigase is insulted when Zenkichi labels her as the worst member of the Loser Team. Despite Zenkichi's protests, Unzen is insistent, stating that the Flask Plan might even be completed if they can finish with Medaka. Zenkichi become insistent; if Medaka hears people got hurt trying to save her, she will definitely cry, something Zenkichi never wants to see again. Zenkichi begins crying in frustration, and Unzen looks uncomfortable. Everyone is put out when Nabeshima suggests they use the elevator.

An unconscious Medaka is bound to a chair as Oudo looks her over. Oudo expresses his disappointment to Yukuhashi that Medaka was defeated by the likes of Naze. Yukuhashi remarks that Naze used underhanded tactics to win, and that her new theory is interesting; if correct, everything the Flask Plan has done prior has been a waste of time. Yukuhashi tells Oudo that Naze is foaming at the mouth to see what will happen if a new mind is interested into the blank slate that is currently Medaka. Oudo decides he'll go through with it anyway, and once hearing that he can choose any personality he wants, decides to make Medaka into his ideal wife. He tells Yukuhashi that the brainwashing will take thirty minutes, and that the entire party should focus on protecting him in the meantime. He is surprised when Yukuhashi moves to join the fighting, and tells his partner not to let his face be seen like Naze. Yukuhashi tells Oudo that he wears a mask used for trickery, unlike Naze who hides her face with a veil.

Unzen enters the password, summoning the elevator. Unou is amazed that Unzen was able to enter the limitless password; Sanou asks Munakata and Takachiho if they can solve the limitless password as well. Takachiho tells Sanou that he and Munakata don't use the elevator, while Munakata says that only Unzen and the Plus Six can use the elevator. Hearing the others discuss the Plus Six, Unzen remarks that he and they are the only one who can use the elevator…just as the Plus Six arrive in the elevator. With the arrival of the Plus Six, Unzen orders the Student Council to take the stairs. Zenkichi tries to refuse, but Unzen demands they save Medaka, as they won't survive the Plus Six otherwise. Zenkichi and the others run for the stairs, Zenkichi promising that they will be back as soon as possible. Together, the Loser Team prepares to fight the Plus Six.

The Loser Team faces off against the Plus Six. Yutori Chikuzen immediately captures all of the Loser Team with her hair, accept for Takachiho, who escapes thanks to his reflexes. He punches her in the face, though she uses her hair to protect herself. The momentary distraction though does provide Munakata the time to cut the others free. He then pulls out his guns and opens fire on the Plus Six. They are protected by Shoko Kamimine, who catches all of Munakata's bullets in her mouth. Myouga attacks the distracted Kamimine, but is amazed when her attack is stopped by Yamami Tsurumisaki, who catches her weapons and melts through them with his fingers. While Tsurumisaki is preoccupied with Myouga, Onigase moves in low to attack him. She is shocked when her attack is blocked by Otome Yunomae, who allows Onigase's handcuffs to pierce through her body with no signs of discomfort. While the other members of the Loser Team battle the Plus Six, Unzen and Nabeshima stand to the side, observing the stationary Gunki Itoshima and Hamaya Hyakuchou. Unzen notes that the pair are exceptional members of the Plus Six and cautions Nabeshima against making the first move against them. Nabeshima out that a standoff could work in their favor, to buy time for the Student Council to rescue Medaka. Unzen concedes that a standoff would do well to buy time, but that the Student Council still has to deal with the difficulty of Yukuhashi on the twelfth floor.

The Student Council arrives at the twelfth floor. They are all surprised to see that the level appears to be an arcade, but Zenkichi suggests they ignore their surroundings in favor of finding the stairs to floor thirteen. He is shocked when he finds an unconscious Medaka on the ground. He runs to her side, and asks how she escaped. After listening to her story, Zenkich urges that hey hurry back to the first floor to aid Unzen. After "Medaka" asks to borrow his jacket however, Zenkichi realizes that the person in front of him cannot be the exhibitionist Medaka. He demands to know the imposter's identity, but upon seeing the mask recognizes Yukuhashi. Watching Yukuhashi shape shift, Akune asks if that is Yukuhashi's Abnormality. Kikaijima demands to know why the Flask Plan is doing this to Medaka. The Student Council are shocked when Yukuhashi admits to being uninterested in the Flask Plan, and is only participating to observe Oudo. Yukuhashi and Maguro discuss how amazing Oudo is, with Yukuhashi reminding Maguro that even he was enthralled by Oudo as his former partner. Yukuhashi claims to see Medaka as nothing but a measuring stick by which to compare Oudo. After listening to Yukuhashi, Zenkichi moves to attack, but he and the others collapse due to Yukuhashi's knockout gas. Yukuhashi chides the unconscious Student Council for not assuming the mask was a gas mask. Yukuhashi then tells them that when they wake up, they can see Medaka again, though by that point she won't be the same person they remember. Yukuhashi does not leave immediately however, as the only uninjured member of the group gets to her feet: Kikaijima, using the lung capacity she developed as a swimmer to hold her breath.

Kikaijima thinks of the time she has spent with Medaka, including their trip to an amusement park, and decides there is no way she is going to let the Flask Plan ruin the life of a fifteen-year-old girl. Yukuhashi interprets Kikaijima's thoughts from her emotions using his Abnormality, Reading Minds. Not having a defensive strategy prepared, Yukuhashi decides to goad Kikaijima into breathing in the knockout gas. A well-planned taunt provokes Kikaijima to tell Yukuhashi to shut him, the force of her voice acting like a sound cannon. This proves to be a mistake however, as Kikaijima breathes in more of the knockout gas. Yukuhashi is pleased when Kikaijima collapses, seemingly unconscious, but is shocked when she awakens herself by ripping off a nail. Yukuhashi asks Kikaijima why she is fighting so hard for Medaka, who was formerly her enemy. Kikaijima replies that for a friend, she will fight. She then uses her sound cannon to send shards of glass at Yukuhashi. Because she thought this strategy through however, Yukuhashi sees through it and deflects the projectiles. Kikaijima begins to tremble, desperate for air. Yukuhashi encourages Kikaijima to take a breath, noting that most people would have suffocated already in her situation. Yukuhashi tells Kikaijima that a person cannot be friends with someone standing on different levels from them; just as Yukuhashi does not consider Oudo a friend, Kikaijima should not consider Medaka a friend. Kikaijima loses her temper, and rips off four more nails. She states that because people treat Medaka as a special being, Medaka is always lonely. Yukuhashi decides to stop trying to reason with her. Kikaijima finishes be declaring that she will rescue Medaka, and then all of the Student Council will go to the amusement park together.

Yukuhashi's history is revealed. While younger, Yukuhashi was tormented by the thoughts of others, Reading Minds even picking up the currents of radios and cell phones. Instead of breaking however, Yukuhashi's mind just slowly decayed. Upon meeting Oudo for the first time however, Yukuhashi's world went silent. Oudo's Abnormality cancelled out Yukuhashi's, and the pair became inseparable from then onwards. Kikaijima claims she has found the weak point in Yukuhashi's Reading Minds, and offers one chance for surrender. Yukuhashi tries to convince her to give up, inwardly nervous as her jumbled thoughts are impossible to read. Kikaijima steels herself, and then takes in a deep breath. Unable to decide which option would be best, she uses her Hyper Soprano and Voice Canon simultaneously, and aims for the ceiling. Remembering Zenkichi's fight with Munakata, she aims for the light fixtures, bringing down a rain of glass. Seeing what she is planning, Yukuhashi begs her to stop; though able to dodge the glass, the pain Kikaijima's feels from her own wounds are enough to cause Yukuhashi to collapse. Kikaijima reveals that she realized if Yukuhashi could feel her emotions, then her pain could be felt also. She states that with Yukuhashi's understanding of the pain of other, Yukuhashi must be the kindest person in the world. She then begs Yukuhashi to let the Student Council save Medaka. Hearing Kikaijima's impassioned plea, Yukuhashi is moved by her words, and loses the desire to fight. They are both surprised when Oudo arrives, chiding his partner for being influenced by anyone other than himself. Yukuhashi apologizes and asks after Medaka. Yukuhashi is amazed to hear that Oudo has already finished brainwashing her; Oudo surpassing his own time limit of half an hour. Oudo then moves to finish off a horrified Kikaijima. On the thirteenth floor, Medaka regains consciousness, and insists she goes where "he" is, despite Naze's protests.

On the twelfth floor, Kikaijima refuses to belief that Medaka has been brainwashed. Unimpressed by Kikaijima's anger, Oudo orders her to her knees. He then sends several of the game machines crashing down on top of her, as punishment for trying to "woo" Yukuhashi. Immobilized, Kikaijima cannot dodge Oudo's assault; she is saved by an awakened Zenkichi. Akune attacks Oudo from behind; believing that Oudo's Abnormality is control over gravity; he expects Oudo won't try to use his power in a way that could harm himself. Oudo tells the Student Council they read too much battle manga, and blows Akune back. Zenkichi declares that he has already overcome Oudo's Abnormality, and won't fall as easily as the others. He is horrified however to find his has been strangling Kikaijima without realizing it. Oudo gives Maguro (hiding behind a pillar) leave to explain his Abnormality to the Student Council. They are shocked to hear that Oudo's Abnormality allows him to control minds. Zenkichi physically rips his hands away from Kikaijima, and confronts Oudo on brainwashing Medaka. Oudo asks the Student Council if any of them have ever wanted Medaka to change, citing that Medaka changes, or "brainwashes", people all the time. Though Zenkichi tries to argue, his efforts are undermined by Yukuhashi, who points out that Zenkichi is the one who opposes what Medaka does the most. Oudo tells Zenkichi that the justification "because she was right" is not enough, and tells him not to be conceited. Before Zenkichi can retort, he is interrupted by the arrival of Medaka with Naze and Koga, who states that the actions she has been doing up until now were foolish, and christens herself Medaka Kurokami II.

The Student Council are shocked by the arrival of Medaka, now going by the moniker Medaka II. Oudo questions Naze as to why she brought Medaka upstairs, who replies that she had no way of stopping her. Medaka II goes on to declare that she is not the same person the Student Council knew; she has woken up from the thirteen year nightmare of thinking she was born for others. Zenkichi demands that Oudo explain what he has done. Oudo tells Zenkichi he brainwashed Medaka, but Medaka II refutes him, claiming she was just reawakened. To himself, Oudo admits she is right, as the only reason he was finished early was because he opened up something that was sealed in her mind. Medaka II tells the Student Council that from now on, they will support the Flask Plan, and she will be joining the Thirteen Party. Medaka II states that she was born to make herself complete and that if the other students die, they should feel honored that they died for such a cause. From behind the pillar, Maguro realizes that, rather than giving Medaka a new personality, Naze and Oudo have only put Medaka's Abnormality in control of her. He wonders if the chairman is pleased, or if this was his plan all along. When the Student Council refuses to go along with her, Medaka II dismisses all three of them. Medaka II hands herself over to the care of Thirteen Party, and tells Oudo she will marry him if it is to her benefit. Impressed by her brazenness, Oudo agrees, stating that a political marriage is appropriate for someone like him. Koga whispers to Naze that it is rare for thing to go exactly as Naze predicted. Naze expects the Student Council will lose the will to fight after being so abruptly dismissed from their positions. They are not disheartened however, and instead decide that they will go along with the wishes of the old Medaka. When the Student Council moves to stop her, Medaka II uses Oudo's Weighted Words to send them to their knees. Still hidden, Maguro calls out to his sister, telling her that she still holds her memories from thirteen years ago even if she thinks she has cast her old self away; as proof, she is crying. Medaka II is surprised to find the tears, and is caught off guard and attacked by Zenkichi. Oudo is amazed that he can still move. Zenkichi declares he will defeat Medaka II and release the original Medaka. As Zenkichi prepares to fight her, Medaka II insists that she isn't crying; she just has something in her eye.

Annoyed that her tears won't stop, Medaka II tries to remember what happened between her and Zenkichi thirteen years ago. She engages in a ferocious battle of kicks with Zenkichi. The four members of the Thirteen Party watch on as Zenkichi and Medaka II fight, and Oudo asks Koga if she wants to join in, who tells him that no one could get between them now. Medaka II attacks relentlessly, first with a kick to the throat, and then with a barrage of syringes. Naze is stunned to see Medaka II use her own syringes in conjunction with Munakata's skills with hidden weapons. Maguro explains that Medaka is the type who can learn anything if shown, but mentions that no one, himself included, could teach her anything. Zenkichi shrugs off the attacks however, and angrily demands the Medaka II get serious with him. Medaka II grows confused as she finds she can't fight Zenkichi seriously. As their battle continues, she keeps trying to remember. Distracted by her reminiscing, Medaka II takes a clean hit form Zenkichi, who becomes frustrated as her movements grow dull. As they keep struggling, Medaka II continues to think back to her childhood.

Medaka grew up in a family of five: her father, her "legal" mother, her older sister, her older brother, and herself. Her biological mother, the mistress of her father, died from a heart attack directly after childbirth; members of the Kurokami Group coldly said her mother existed only to give birth to her. Because of her abnormal abilities, she quickly matured, and soon was surpassing even adults in all fields. Because of this, Medaka began to wonder why she was even born. At the age of two, Medaka was sent to a hospital to study atypical children; it was a starting point for the Flask Plan. While waiting to get checked, Medaka ended up sitting beside a four-year-old Kumagawa. He was sorely unimpressed by what was going on, telling Medaka that people are born for no reason. As he was called in, Kumagawa left Medaka with the parting words that there was no point in being alive. These words left a strong impact on Medaka, and she lost interest in the world. Eventually, she grew bored with the constant examinations and tried to escape. Hiding from the hospital staff, she made her way into a nursery room for children of the doctors on call. Inside, she found only one other child, a two-year-old Zenkichi struggling with a toy puzzle. No knowing how else to introduce herself, Medaka took the toy away from him and easily solved it herself. An impressed Zenkichi asked her to solve the rest of the puzzles in the room, which she accomplished without trouble, much to Zenkichi's delight. Medaka brushed him off, insisting that life has no meaning. When Zenkichi refuted her, she asked him for what reason she was born. He then pointed out how happy she had made him, and told her: "I'm sure you were born to make the people around you happy.”

Back in the present, Zenkichi runs out of patience, stopping himself in mid-kick, and questioning why Medaka II has stopped dodging. Finally remembering when Zenkichi gave her purpose in life, Medaka II is now crying from both eyes, and smiling at Zenkichi. Medaka II is happy to have remembered her past with Zenkichi. She then breaks the bindings holding her arms, and declares to Zenkichi that the reason he gave her thirteen years ago is no longer necessary, her brainwashing holding against the memories. Medaka II punches him in the throat knocking him to the ground. Oudo is not surprised, explaining that, even if she regained her memories from the past, it won't be enough to undo the brainwashing. He then calls out to Maguro, telling him he has lost. Oudo offers him a chance to rejoin the Flask Plan, pointing out the day's events have left several open places in the Thirteen Party. Admitting that he has lost all hope, Maguro despairingly accepts Oudo's offer. Medaka II straddles Zenkichi and wraps her hands around his throat, preparing to kill in order to stop her tears. Zenkichi tells her to kill him, as he can't stand the sight of her. When she asks him if he remembers what he told her thirteen years ago, he replies that he doesn't, but that she is probably talking about when he told her she was born to bring happiness to others. Medaka II is surprised that he remembers, though Zenkichi reiterates that he doesn't; just that he has always believed Medaka was that kind of person. The memories from thirteen years ago run through Medaka II's head, and she cries out. Grabbing her temples, she tries to use Oudo's electromagnetic waves to brainwash herself back to normal. Zenkichi grabs her hands and tells her to stop, stating that he doesn't want her to destroy herself trying to go back to normal.

Zenkichi pulls her into a hug, telling her that if she wants to make others happy, she needs to be sure to make herself happy first. Medaka II calms down, and her tears stops. Medaka II abruptly leaves Zenkichi's embrace and rises to her feet. He addresses her as Medaka II, and she tells him to call her Medaka. She apologizes to Zenkichi for getting him into a bad spot. He waves the apology, and asks her why she was born. Medaka answers that she was born to make others, and herself, happy. Watching on, Naze theorizes that she somehow learned Yukuhashi's Abnormality as well, and was able to regain her old self by absorbing Zenkichi's thoughts of her. Maguro chides her for explaining away such a romantic moment with Abnormalities. He warns her that if continues in such a manner, she will be miserable for the rest of her life. Maguro agrees with her theory, but states the only thing he will say is thanks. He thinks to himself that having Zenkichi stick with Medaka was the right thing to do. Oudo decides that it was a good experiment, and expresses his admiration for the bond between Medaka and Zenkichi. Medaka prepares to face Oudo, promising that she will shut the Flask Plan down, and will make him happy as well.

Floor 13: Overthrowing the King[]

Medaka declares her intent to rid the school of the Flask Plan, as the Student Council and the Thirteen Party listen on. Oudo invites Medaka down to the thirteenth floor. Maguro is invited to come down to the thirteenth floor by Naze, who has discovered his location. As the group descends, Naze offers Medaka what she claims to be painkillers. She is amused when Medaka refuses, and asks her if she has learnt to doubt people. Medaka replies in the negative, and tells Naze she still believes the two of them will one day be able to see eye to eye. Yukuhashi asks Oudo what he intends to do now that Medaka can counter his Weighted Words; Oudo tells Yukuhashi not to worry. Upon reaching the thirteenth floor, Medaka wonders at all the computers, while Zenkichi hugs himself for warmth, and asks why it is so cold. Maguro explains the low temperature, and remarks this floor has not been changed since he left the Flask Plan. Yukuhashi takes off the mask, and explains that Oudo is the only one who can control all of the Flask Plan's computers; Oudo could be considered the trademark of the Flask Plan. Medaka points out that if she stops Oudo, it would also put a stop to the Flask Plan. Yukuhashi admits that were Oudo to be defeated, at the very least, the Flask Plan would come to a temporary halt.

Oudo tells Medaka to take another look at the numerous computers now that she is no longer brainwashed. He goes on to explain the merits of the Flask Plan, asking Medaka how she intends to make everyone happy when she is preparing to destroy the livelihoods of over ten thousand people. Medaka objects to the project because of the necessary deaths of the student body; Oudo offers her one last chance to join them, telling her to find a way to complete the Flask Plan so that the students need not be sacrificed. Medaka declines, and tells the remaining members of the Thirteen Party that it is impossible to create a perfect human, describing the "nightmare" of a complete person she has met before (Kumagawa). Koga becomes furious, taking Medaka's words as a direct insult towards her, who became an android through the Flask Plan. When Oudo tells her that she can't defeat Medaka, a defiant Koga reminds him that she has already beaten the younger girl already. Oudo pierces Koga's heart, absorbing her enhanced abilities with his Unreasonable Taxation, startling everyone, and horrifying Naze. Oudo then kicks Medaka, sending her flying. Oudo declares that he always thought Koga's abilities would suit him best, and congratulates Naze on her theory being proven. Naze cries over the fallen Koga, and begs Maguro for help, claiming that Koga is more important to her than her policy. Oudo is disgusted when Naze begs Maguro for help, and turns to Yukuhashi, only to find his partner has collapsed from feeling the pain Koga felt when Oudo pierced her heart. Oudo admits it was his own fault for not telling Yukuhashi to back up, but brushes it off as no big loss. Turning to Medaka, he tells her to fight and lose to him, suggesting he take her Abnormality as well. When Medaka asks him if he still considers himself human, Oudo answers in the affirmative, and as caught off guard as Medaka elbows him in the stomach.

Oudo's past is shown. Between the ages of six and twelve, Oudo lived alone on the streets. By that point, he had already started considering himself a king. Oudo abandoned his parents because he was worried what they would do they found out about his Abnormality. He lived on the streets for seven years, looked after by the local police, trying to master his ability and not let it take control of him. He thought of mastering his ability as a test to see if he was capable of being king. At the end of those seven years, he was chosen as a representative to speak to the freshmen body of the middle school he was attending. Though he meant to tell the students to live life to the fullest, the first words that came out of his mouth was the order to bow before him. Oudo realized that in seven years, he had never once gained control of his ability; instead, he was the one being controlled. After three years, Oudo enrolled in Hakoniwa Academy. There isn't a soul alive who knows what he did in those three years.

In the present, Oudo doubles over from Medaka's attack. Medaka seemingly enters War God Mode, though her hair turns black instead of white. She tells the crumpled Oudo not to get back up, as some of his organs ruptured from her hit. Oudo quickly recovers however, and attacks Medaka again, an attack she fails to completely dodge. Akune is worried as he sees Medaka can't dodge Oudo's attacks even with her reflexes, and is even more concerned by how effectively Oudo has absorbed Koga's abilities. Maguro and Naze tend to the wounded Koga. Maguro insists that Naze promise not to actively try and make herself miserable anymore, to which Naze quickly agrees. Akune calls out to Maguro, asking him to help Medaka by giving her advice, though Maguro tells him that is not necessary. As Oudo launches a kick, he manages to break Medaka's arm. Pleased with himself, he is caught by surprise when Medaka counterattacks, and is even more surprised to see she can use Koga's healing ability. When Oudo asks if she is even human, she repeats that she is a beast. Oudo angrily demands to know how she can use the ability, asking if she can use his Unreasonable Taxation as well. This option is refuted by Maguro, causing Oudo to angrily demand an explanation. Maguro chides him for losing his cool, and goes on to reveal that he has figured out what Medaka's Abnormality is by watching her going up against the diverse skills of the Thirteen Party. He then tells Naze that, as the current supervisor of the Flask Plan, it is her responsibility to identify Medaka's Abnormality.

Naze explains how Medaka has taken full control of her War God Mode, and now stands before them in Altered God Mode. Naze finishes her explanation by labeling Medaka's Abnormality as The End. Oudo is shocked to hear Medaka is brainwashing herself, thinking that he couldn't manage such a feat even after seven years of trying. Maguro tells Oudo that there is no Abnormality greater then Medaka's; if Oudo could really match her, he would not need to participate in the Flask Plan in the first place. Maguro laments that the chairman's plans have succeeded; if Maguro had realized Medaka's Abnormality beforehand, he would not have let her come to the Flask Plan labs. Listening to her siblings' analysis, Medaka refutes them, reiterating that she is just a beast in human form. Hearing that Medaka's Abnormality surpasses even his own, Oudo losses his cool completely, raving that there can be none with a greater Abnormity than his own. Desperate, he realizes that he can still use Unreasonable Taxation. Seeing Oudo smiling, Medaka offers herself up for his Unreasonable Taxation, but warns him that her Abnormality is more than a human can withstand. Zenkichi tries to run to Medaka, Maguro stops him, telling him that Medaka is not going easy on Oudo, and that she fully intends to abolish the Flask Plan. An ecstatic Oudo attacks Medaka, promising to take everything from her. Oudo laughs manically as he tries to take Medaka's Abnormality, but stops abruptly when he comes into contact with it. He hallucinates that his hand is melting, and falls back, horrified by what he has encountered. He accuses Medaka of trying to cast it on him, and calls her a beast. Medaka asks Oudo if that is all he has to say, Oudo gives in and concedes defeat. Medaka again asks him if that is all he has to say; Oudo promises to make sure Koga and Yukuhashi survive. Medaka again asks him if that is all he has to say; Oudo swears never to use his Abnormalities again, nor will he do anything bad. Medaka again asks him if that is all he has to say; Oudo breaks down and asks her what more she wants. Medaka asks for an apology. Oudo is surprised, then bows his head and apologizes. Satisfied, Medaka forgives him, and declares that the Student Council's work is done.

Zenkichi inner thoughts narrate as the Student Council and the Thirteen Party prepare to leave, Zenkichi feeling somewhat uncomfortable that Medaka decided to let Oudo off the hook in the end. Medaka and Akune erase the data from the Flask Plan computers. Afterwards, Medaka enters the code needed to call down the elevator. Once everyone is inside, she asks for Oudo's help in stopping the Loser Team and the Plus Six, to which Oudo agrees. Upon reaching the first floor, the group is horrified to find the defeated Loser Team and Plus Six. Someone calls out to the group, and Zenkichi demands to know who is there. The perpetrator is revealed to be none other than Medaka's greatest failure, Kumagawa, who greets Medaka and claims what happened to the Loser Team and the Plus Six is not his fault.
